THE OGC AND ITS PARTICIPATORY PROCESSES: OGCNETWORK, OPEN WG, REGIONAL FORA AND THE COLLABORATION WITH OSGEO
Abstract
In an increasingly complex world and today’s information and telecommunications environment, any standards organization existing and operating in isolation lacks relevance and their standards won't be broadly implemented.
The Open Geospatial Consortium (OGC) encourages strong collaboration with other organizations. It currently has memorandums of understanding (MoU) with numerous organizations, including ISO, OASIS, or the Web3D Consortium.
The collaborative relationship between OGC and the Free and OpenSource Software for Geospatial (FOSS4G) community has evolved over the past decade. Many FOSS4G projects support OGC standards in their applications. More importantly, this community has made significant contributions to numerous OGC standards, including the OGC WebMapService, WebMapContext, StyledLayerDescriptor, and Catalogue standards. Also, as part of the OGC Compliance Testing Program, the FOSS4G community has provided the Reference Implementations for some OGC standards.
The presentation will focus on following aspects:
* OGC/OSGeo MoU: More than one year ago the OGC signed a formal MoU with the Open Source Geospatial Foundation. One of the purposes of the MoU is to keep each other well informed of the respective activities and directions.
* Collaboration in the OGC process: where are entry points to participate and influence the OGC process, also from outside and as a non-member (e.g. the ChangeRequest process or the comments period for future standards [1]). Other examples are some working groups, that OGC conducts collaboratively with other international organisations, like the Hydrology Domain WG [2], which is open for the public. Also, the OGCnetwork, a great source for more detailed information on OGCs achievments [3], is open to comments and participation.
* Regional aspects: what are the activities of OGC's Iberian and LatinAmerican Forum and how does it support a further collaboration between Spanish, Portugues and Latinamerican OGC members and other geospatial communities in the region, like the OSGeo Spanish-speaking chapter [4].
