DEVELOPING CADASTRAL WEB SERVICES WITH FREE AND OPEN SOURCE GEOSPATIAL SOFTWARE
Abstract
In Turkey, no interoperability infrastructure exists amongst private sector, public sector and local governments. The recommended technology is web services to implement Spatial Data Infrastructures (SDI) for achieving interoperability with SDI.
In a previous work, the authors have determined 20 web services to develop and use in related studies; 8 of these web services are spatial web services. In this study, the objective is to develop these spatial web services as W3C services with the most appropriate geospatial Free and Open Source Software (FOSS). The most tedious part of this study has been choosing the FOSS. We recommend FOSS to other types of software for time and financial efficiency.
We have developed several criteria to choose the most appropriate FOSS among all the available ones. GeoTools and SEXTANTE are the only ones that pass the criteria, extent, programming language, license type, and operating system compatibility. A fıfth one, code maturity, was developed to choose the better one among GeoTools and SEXTANTE. We fınd GeoTools to be more code-mature.
In this case study, the problems we encountered while choosing the FOSS and while developing the web services are listed. One problem with GeoTools is that it does not have extensive tutorials, but on the GeoTools forums, we would get immediate responses to our requests of help.
