QUALITY ASSESSMENT OF VGI BASED ON OPEN WEB MAP SERVICES AND ISO/TC 211 19100-FAMILY STANDARDS
Abstract
One of the main issues with volunteered geographic information (VGI) is the assessment of its quality. Volunteers normally have their own way of collecting and processing data and generally no standard process is followed by all participants. Although software tools offer some quality assurance mechanisms, like mandatory fields or domain checks, some aspects cannot be covered and checked in detail. Thus malicious data collection or wilful manipulation of existing data is possible.
ISO/TC 211 provides a framework to assess the quality of spatial datasets with its 19100-family standards. This paper will outline how these standards were applied on the VGI project OpenAddresses.org with the use of Open Web Map Services (OWMS) like Google Maps, Microsoft Bing Maps and Yahoo! Maps. It shows the opportunities of using OWMS for quality assessment on point datasets and to what degree ISO/TC 211 19100-family standards are applicable to the quality assessment of VGI.
